ODE Energy Efficient Rebuild Funding

A total of $10.8 million is available from the Oregon Department of Energy for energy efficient rebuilding incentives for residential and commercial structures.

Building owners can receive incentives to rebuild to current building code or above code – incorporating these energy efficiency improvements help make buildings more comfortable and support long-term affordability through lower energy bills.

If you are rebuilding a site-built residential structure:

  • Rebuild the home to current code: $3,000
  • Rebuild the home to an above-code standard such as the Residential Reach Code or a new homes utility program: $6,000

If you qualify as a low- or moderate-income household​ and are rebuilding a site-built residential structure:

  • Rebuild the home to current code: $7,500
  • Rebuild the home to an above-code standard such as the Residential Reach Code or a new homes utility program: $15,000

If you are replacing a manufactured dwelling:

  • If your replacement manufactured home is an energy efficient NEEM 1.1 or better dwelling: $12,500
  • If you install a qualifying heat pump system in your replacement manufactured home: up to $5,000

If you are rebuilding a commercial, public, or multi-family structure:

  • Building to current code: $3,000 – $4,000
  • Building above current code by participating in a utility program: $8,000 – $10,000
  • Rebuilding affordable housing and participating in an Oregon Housing and Community Services Program, you may be eligible for an additional incentive of $500/unit (max $18,000)
